Description: A bill to amend section 203 of the Social Security Act to liberalize the rate at which benefits are withheld thereunder by reason of outside earnings, and to provide that the amount of any social security taxes paid by an individual shall be subtracted from his or her outside earnings before determining the amount of the benefits to be withheld by reason of such earnings.
