Description: A bill to reestablish the Reconstruction Finance Corporation; to authorize such Corporation, in addition to its traditional lending functions, to provide financial assistance in the form of special rules for determining Federal income tax liability; and to amend the Internal Revenue Code of 1954 to provide a refundable income tax credit for certain amounts of employer and employee social security taxes paid in 1981 and an equivalent refundable credit for individuals who do not benefit from the tax credit for social security taxes paid.
