Description: A bill to require the Administrator of the Federal Aviation Administration to review minimum standards governing aircraft safety and revise such standards as necessary to ensure aviation safety, to increase civil penalties for violations of aviation safety regulations, and to state the sense of Congress that all aircraft in the domestic fleet should be reinspected and recertified.
