Description: To prohibit the production of lethal chemical weapons for two years after enactment of this bill, to encourage the negotiation of an international agreement to stop the production, proliferation, and stockpiling of lethal chemical weapons, and to direct the State Department and Commerce Department to develop options for economic sanctions to be applied against nations which use or produce chemical weapons.
